- Delay measured from originally announced opening date
- Partial completions assessed on school-opening date
Combined Score
- Equal 50/50 weighting of Cost and Delivery indices
- Reflects balanced importance of budget and programme
- Jurisdictions with limited data carry a data quality caveat
